Solution
Use A-PDF Password Security (free download here)
- Launching the application: A-pdf Password Security
- Select the option single PDF Document Security and push the button Next >, a PDF security setting window will be opened.
- Clicking Browse… to open a PDF file will be encrypted
- You can choose add security by checking Add Security, then you can set Change Allowed option value to "None"
- Clicking "Save" or "Save as ..." button to set security to PDF files
