Solution

You can try A-PDF OCR (free download here) which can optimize scanned pages and convert to editable TXT format.

Follow the easy steps:

Scan file: click "File->Scan->Select scanner and scan" to list scanned pages directly;
Optimize pages: click the "rotate" icon and defind the rotate angle:

Save: click "OCR and Save" to output ocr text (you can edit the OCR Text manually before saving).
