You can write command line as follows:

C:\RenameFiles>set RenameCmd="C:\Program Files\A-PDF Rename\prncmd.exe"
C:\RenameFiles>for %f in (*.pdf) do %RenameCmd% "%f" "%Content_tag1%" -L"Content_tag1.rul"
