Is there any tool that scan image to PDF Document?

Use A-PDF Image to PDF (free download here)

1. Clicking the "scanner" icon, Select scanner to select an exists scanner, then choosing "Scan -> Acquire" to scan images to "Image Thumbnail".
2. Clicking the "Building to One PDF" icon to create all of the Scanner images in one PDF document.
3. Defining output PDF filename and output directory, then clicking "Save" button to Scan Image to PDF
