Question About Setting Restrict to PDF Files

Hi, I have some pdf document that was emailed by my firends. I want to send it to other person. I will allow printing\insert,Deleting and Rotating pages but I can not allow all Commenting\Fill form fields etc... any ideal?

1. Launching the application: A-pdf Password Security
2. Select the option single PDF Document Security and push the button Next > , a PDF security setting window will be opened.
3. You can add files or even Add Dir for add all of files in a directory in there. you also can remove or clear files in list.
4. Clicking Browse… to open a PDF file will be decrypted
5. You can choose by check Add Security. check "Use a password ro restrict", set Change allowedvalue to "inserting,Deleting and Rotating pages" ,set Print allowed value to "High Resolution"
6. Clicking "Save" or "Save as ..." button to set security to PDF files
